Overseas based SGX REIT dividend yields

I know for US based stocks, we have to submit the W8-Ben document to avoid getting taxed on dividends. But how about EU or UK stocks (cromwell, elite comm reit)? Anyone can kindly enlighten me?

The W8-BEN only determines foreign beneficial ownership. You will still pay withholding tax on dividends from US listed stocks at, I believe, 30%.

The two counters you mentioned are REITS listed in Singapore, that own property in the EU and UK. How tax is dealt with internally in the REIT is complicated, but the dividends you receive as an individual in SG are not subject to personal income tax, and there is no form to be filled in.
